Overseas Suitability Screening

The purpose of an Overseas Suitability Screening is to identify medical, dental, educational and potential duty limiting conditions or requirements of both service members and family members. Completing a screening will ensure that both the family and service member are qualified for overseas, operational duty, and remote duty assignments. For the best medical care or education, sometimes an overseas tour is not in the service or family member's best interest.
Per BUMED Instruction 1300.2B, the suitability screening process is required to be completed for service members within 30 days of receipt of orders and within 60 days for family members. It is important that a suitability screening is completed on each service and family member that is selected to come overseas. If an improperly screened individual arrives at the overseas location with special needs, the requirements of the individual might exceed the capabilities of the new duty station and undue work and family related stress could result. These could include, but are not limited to: increased absences from duty, decreased quality of life, unplanned expenditures of temporary additional duty funds and quite possibly early return of dependents or Tour Curtailment.
When a case of improper screening is identified, an Overseas Screening Deficiency Report (OSDR) will be submitted (as required by BUMEDINST 1300.2B) to the transferring/losing command, gaining command, BUMED, and COMNAVPERSCOM or HQMC.
It is the member's responsibility to initiate their suitability screening process in a timely manner.
Requirements before starting a suitability screening:
- Ensure family members are enrolled in DEERS and registered in MHS GENESIS through your respective military treatment facility outpatient records section.
- All civilian medical and dental records are uploaded to MHS GENESIS at your respective MTF's outpatient records section. If completed outside the continental United States, please ensure all documents are translated to English (as applicable) before submitting the records to your outpatient records section.
- Service member must have hard copy orders, letter of intent, or an email from detailer.
- Service member must complete part 1 NAVPERS 1300/16
All appointments listed below should be completed and up-to-date:
- PHA (service member only) within last 12 months
- HIV (service member only) within last two years
- Immunizations -- See recommended vaccines. Please be aware that full immunization is required for enrollment in DODEA schools.
- Dental exam completed within last 12 months. If completed outside the military dental treatment facility, you must have a dental note, x-rays (including bite-wings adn full panoramic imaging)
- Well woman exam
- Within the last 36 months for females 21 - 30 years of age
- Within last 60 months for females 31 years of age and older
- Well child exam completed within last 12 months
- Have no pending appointments, consults, labs, etc.
Suitability Screening Process after Completion of all Requirements
Step One
Email hard copy orders and completed part 1 NAVPERS 1300/16 to dha.yokosuka.Yokosuka-NH.mbx.oss@health.mil
Step Two
All required fillable forms with directions will be sent via email after receiving orders and NAVPERS 1300/16.
Step Three
After completion of all requirements, documents may be submitted via DODSAFE to dha.yokosuka.Yokosuka-MH.mbx.oss@health,mil
Step Four
After completion of all virtual appointments for service members and/or dependents, the overseas screening office will reach out via email or phone call to explain the next action that needs to be completed.
Electronic Submission of Required Documents
- Submit documents via DOD SAFE through the link DOD SAFE (requires CAC access)
- Refer to the DOD SAFE power point for guidance: DOD SAFE GUIDE
- If you don't have Common Access Card capabilities, please email the dha.yokosuka.Yokosuka-NH.mbx.oss@health.mil to request a pickup for DOD SAFE. This will bypass the CAC requirement.
- Make sure to have the access set for seven business days.
- Once documents are received, a staff member will review them for accuracy and completion. You will then be contacted via email within five business days.
- In this email, the staff member will inform you of the status of your submission. If documents are complete, then we will book a phone call appointment for you to be screened by a provider. If documents are incomplete, you will be informed of discrepancies and need to submit missing documents before proceeding.
