Overseas Suitability Screening
The purpose of an Overseas Suitability Screening is to identify medical, dental, educational and potential duty limiting conditions or requirements of both service and family members. Completing a screening will ensure that both the family and service member are qualified for overseas, operational duty, and remote duty assignments. For the best medical care or education, sometimes an overseas tour is not in the service or family member's best interest.
Per BUMED Instruction, the OSS process is required to be completed within 30 days of receipt of orders. It is important that an OSS is thoroughly completed on each accompanying service and family member. A proper screening ensures a productive tour for the service member, family and the new command. Improper screenings cause significant hardship for the family member, service member, and the service member’s command. If an improperly screened individual arrives at the overseas location their requirements usually exceed the capabilities of the new duty station and undue work and family stress could result. These could include increased absences from duty, decreased quality of life, unplanned expenditures, and early return of dependents or tour curtailment. When a case of improper screening is identified, an Overseas Screening Deficiency Report will be submitted to the transferring/losing command, gaining command, BUMED, and COMNAVPERSCOM or HQMC.
Before you begin:
- Service member must have hard copy orders, letter of intent, or email traffic from detailer.
- Completed part 1 NAVPERS 1300/16
- Ensure all family members are enrolled in DEERS and registered in Genesis.
Instructions for Overseas and Operational Suitability Screenings
1. Download and print Service Member and/or Family Member packets, as applicable.
Service Member Packet (local transfer in Yokosuka shore to shore)
Service Member Packet (Operational/Overseas Screening (outside of Yokosuka))
Family Member Packet (Overseas Screening, even staying in Japan)
Education Form (Education Form needs to be filled out for all children dependents ages 0 to 22 unless graduated from High-School regardless of having services)
2. Refer to the respective checklists within the packets. Complete the forms and gather required documents.
3. Before submission, ensure dental forms are signed.
- Service member dental forms must be signed at their assigned dental clinic.
- Family member dental forms must be signed by their civilian dentist and then co-signed at NMRTC Yokosuka dental clinic with supporting documents if being seen off base. If they are being seen on base then the dental clinic will sign their part of the overseas screening packet.
THE FOLLOWING NEW PROCESS WILL BEGIN ON AUGUST 4TH. PLEASE CONTINUE TO COME INTO THE OVERSEAS SCREENING OFFICE WITH YOUR PAPERWORK.
4. After completion of all requirements, documents may be submitted virtually or in person.
a. Virtual Submission
- Submit documents via DoD SAFE through the link DoD SAFE (requires CAC access)
- Refer to the DoD SAFE power point for guidance: DOD SAFE GUIDE
- If you do not have Common Access Card (CAC) capabilities, please email the help desk distro to request a pickup for DoD SAFE. This will bypass the CAC requirement.
- Once documents are received, a staff member will review them for accuracy and completion. You will then be contacted via email within 24-48 hours.
- In this email, the staff member will inform you of the status of your submission. If documents are complete, the will book a phone call appointment for you to be screened by a provider. If documents are incomplete, you will be informed of discrepancies and need to submit missing documents before proceeding.
b. In-person Submission
- You must have an appointment to have your documents reviewed in person. Call the Overseas Screening office to make your appointment.
- While you are at the clinic, a staff member will review documents for accuracy and completion.
- If documents are complete, a staff member will book a phone call appointment for you to be screened by a Provider. If documents are incomplete, you will be informed of discrepancies and need to submit missing documents before proceeding.
5. Once you complete the appointment with the Provider and if found suitable for transfer, you may pick up your paperwork in person at NBHC NTC or have it emailed to your work email via DoD SAFE. If you prefer to have it sent through DoD SAFE, please inform the provider during your appointment.
6. If an inquiry message was sent to the gaining command, you will be contacted by our Overseas Screening Office to update you on the status of your suitability within 14 business days. 7. Command sponsorship which is a locally acquired dependent or a dependent not near an MTF will need to make an in-person appointment with the Overseas Screening Office to begin the process.

Immunizations. Recommended immunizations can be found at http://www.cdc.gov/vaccines/schedules/index.html. Please be aware that full immunization is required for enrollment in DODEA schools.
Per
BUMEDINST 1300.2B, the Suitability Screening process is required to be completed within 30 days of receipt of Orders (Marine Corps) and 30 days of LOI for Navy service member and 60 days for their dependents. It is important that a Suitability Screening is completed on each service and family member that is selected to come overseas. If an improperly screened individual arrives at the overseas location with special needs, the requirements of the individual might exceed the capabilities of the new duty station and undue work and family related stress could result. These could include, but are not limited to: increased absences from duty, decreased quality of life, unplanned expenditures of temporary additional duty (TAD/TDY) funds and quite possibly early return of dependants (ERD) or Tour Curtailment.
When a case of improper screening is identified, an Overseas Screening Deficiency Report (OSDR) will be submitted (as required by
BUMEDINST 1300.2B) to the transferring/losing command, gaining command, BUMED, and COMNAVPERSCOM or HQMC (as required by
MILPERSMAN 1300-306). See the relevant references or the

It is the member's responsibility to initiate their suitability screening process in a timely manner.
